Security & Essential Services Lead

Position Title: Security & Essential Services Lead
Reports To: Security & Essential Services Chair
Term: Spring 2021 - September 2022

Opportunities available for the following sites only:

The Security & Essential Services Lead is responsible for the overall planning and operations of activities related to security and essential services such as police, fire and emergency medical services, at a designated venue for test events and Games-time. For example, the Security & Essential Services Lead for Meridian Centre (where Niagara 2022 is hosting the Canada Summer Games’ Opening Ceremony as well as competition for baseketball) is responsible for working with any parties responsible for security at Meridian, such as contract security, in-house security and police. The Security & Essential Services Lead supports the planning for appropriate security at the venue and liaises with these parties during planning and at Games-time. In addition Security & Essential Services Lead works with the relevant fire service and Niagara EMS to ensure these parties have the information they need about operations at the venue.

The Security & Essential Services Lead is a part of two groups: the Security & Essential Services Committee, made up of representatives from each venue, and a Venue Team. Every Venue Team is made up of volunteers that represent aspects of the Canada Summer Games (e.g. Sport, Transportation, Technology, Volunteer Services, Medical, Accessibility, Merchandise/Ticketing etc.). Led by the Venue Team Lead, the  Venue Team is responsible for the overall planning, coordination and operations of their venue during any test events and during the Niagara 2022 Canada Summer Games. 

The Security & Essential Services Lead for each venue is responsible for planning for security and essential services on the venue, which may include working with contract and/or in-house security and Niagara Regional Police, as well as Fire Services and EMS. Security & Essential Services relay information about Niagara 2022 competition and activities on venue to these supporting parties, ensuring the appropriate level of support and response. Security & Essential Services Leads help build out Niagara 2022 emergency response plans on venue.

Duties & Responsibilities:

Phase I – Initial Planning (15 months out)

• Participate in one Security & Essential Services Committee Meeting Monthly

• Work with the Security and Essential Services Functional Areas to identify the scope of operations for your respective venue

Phase II – Integrated Planning (1 year out)

• Participate in two monthly meetings: Venue Team Meeting and Security & Essential Services  Committee Meeting

• Collaborate with Venue Team Lead and other Functional Areas to identify required security on the venue

• Audit venue to understand current security 

• Create plans for in-house and contract security

• Collaborate with Venue Team Leads on venue emergency plans

Phase III – Implementation and Games Operations (4 months out to end of Games)

• Participate in two monthly meetings: Venue Team Meeting and Security & Essential Services  Committee Meeting

• Responsible for job-specific training, scheduling and supervision of Games time Security & Essential Services volunteers at respective venue. May assist in the venue-specific training for all volunteers and security personnel at respective venue 

• Finalize plans for and to set up the security space for respective venue

• During the Games, responsible for liaison with security, police and emergency services as needed. Ensure any private contracts are fulfilled

Skills & Knowledge:

• Strong leadership skills: mentorship, public speaking, motivating and facilitating collaboration

• Visionary with devotion to teamwork and strong relationship management abilities

• Strong organizational and planning skills 

• Exceptional approach to problem-solving, getting to collaborative solutions and working through conflicting ideas

• Excellent written and oral communication skills in English; ability to communicate in French is an asset

• Ability to work effectively with  volunteers and ability to be a mentor in a team environment

• Ability to make thoughtful, efficient, and effective decisions under potentially stressful situations/conditions

• Works well under pressure and is proactive


• Excellent planning and organizational skills 

• Experience in policing, security and/or emergency services  is an asset

• Ability to obtain required security clearances and, if required, a drivers’ abstract

• Ability to work effectively with other team members and able to communicate clearly and concisely 

• Time Commitment:

• Ability to attend two meetings per month, with increasing frequency as we approach Games-time

• Availability during test events at respective venue as applicable

• Participation in Games-wide Forward Planning sessions (total of five days over 15 months)

• During the Games, venues can operate long hours- sometimes up to 14 to 16 hours a day for the entire duration of the sport competition schedule. Availability during Games is required, including 1-2 days prior to sport competition starting for venue set-up
